Information about the certification procedure from 2023
From 2023 onwards, certificates will be issued only upon request by the manufacturer. Separate procedures apply for new certificates and existing certificates, respectively.

New certificates
The manufacturer can request certificates for products that have been approved in one or more P-classes at the one-year follow-up performance measurements and that also fulfills the requirements 1–6 for certification (see also Chapter 7.2 in the Instruction). For materials applied in 2023 this includes:
- Registration as a certification material
- Paid registration fee
- Complete product documentation submitted
- Approved material application
- Use of drop on that bears CE marking
- Approval at initial performance measurement
(Note: for materials applied in 2024 and later, product documentation will have to be submitted when certificates are requested and not when the material is registered for the trials)
To request new certificates, please complete the “New certificates” form below and submit it to application.nordiccert@vti.se by January 31 the year after the follow-up performance measurements were carried out. The material sample taken at the test site will then be sent to lab for identification analysis. Provided that the identification analysis agrees with the manufacturer’s declaration of constituents, the certificate will be issued (expected in March–May).
It is possible to request certificates (for products where no certificate has been issued previously) at any time and for any material applied at the test fields during the past ten years. Requests sent at other times of the year than January may take longer to process. If the results of the performance measurements were published more than one year ago, an audit report of the FPC system must be submitted before the certificate can be issued (see also the section Renewal of existing certificates below).
To avoid unnecessary administration and costs, the manufacturer is advised to request certificates only for products that have fulfilled the requirements in P-classes that are of relevance for contracts in Denmark, Finland, Iceland, Norway, and Sweden.
Requesting new certificates is free of charge.
New certificates are valid for two years. If a material that has received a new certificate fulfills the requirements in a higher P class at the two-years follow-up measurements, the certificate will be updated automatically and free of charge (the updated certificate will be valid for one year).

Renewal of existing certificates
Note: There are some changes to the rules regarding the FPC requirements from 2025 onwards, see also information sent by email on 2024-02-16 and the latest version of the Instruction, which is available here. A summary and some clarifications can be found below.
The manufacturers participating in the Nordic certification system are obliged to have a system for factory production control (FPC), following the requirements in EN 13212. From 2025 onwards, regular audits of the manufacturing process and the FPC system are required to maintain the validity of published product certificates. No conformity control is required.
For an individual certificate/product, an FPC audit is required every two years. The audit must have been completed the same year as the application for renewal is submitted. For example, if a certificate is to be renewed for 2025-2026, the application for renewal must be submitted by 31 December 2024 and the FPC audit must have been carried out in 2024. To renew the certificate for 2027-2028, a new FPC audit must be carried out in 2026.
If the manufacturer in the example above has other certificates/products that he wants to renew for 2026-2027, an FPC audit including these products are required in 2025. Thus, in some cases audits might be required annually, but for different products in different years. Manufacturers are recommended to try to harmonise the periodicity of their certificates to avoid unnecessary administration and cost (in the example above, the certificates that are to be renewed for 2026-2027 can be renewed for 2025-2026 and included in the 2024 audit, even though they already have a valid certificate for 2025, to avoid having to arrange for an audit in 2025).
The audit shall confirm that an FPC system is implemented. The audit must be executed by either:
- A notified body formally notified to EAD 230011-00-0106, or
- An organization experienced in the surveillance of relevant production processes and accredited against EN/IEC 17021, or corresponding accreditation.
The FPC audit and the audit report must include all products for which certificate renewals are requested.

It is the responsibility of the manufacturer to request renewal of certificates, according to the following procedure:
- Arrange for audits of the manufacturing process and the FPC system, see also Chapter 6.3 in the Instruction.
- Complete the “Renewal of certificates” form below and submit it together with a copy of the audit report, carried out the same year and containing all necessary information according to Chapter 6.3 in the Instruction, to application.nordiccert@vti.se by December 31.
To renew a certificate, the 10 requirements for certification must be fulfilled (see also Chapter 7.1 in the Instruction):
- Registration as a certification material
- Paid registration fee
- Approved material application
- Use of drop on that bears CE marking
- Approval at initial performance measurement
- Approval in one or more P-classes at the one-year follow-up performance measurements
- Complete product documentation submitted
- Agreement between identification analysis and manufacturer’s declaration of constituents
- Optional: Approval in one or more P-classes at the two- or three-years follow-up performance measurements
- A document confirming approved FPC audit, carried out the same year as the application for renewal is submitted
As the requirements for certification have changed somewhat over the years, manufacturers may need to supplement the product documentation the first time a certificate renewal is requested. It is the responsibility of the manufacturer to make sure all necessary documentation has been submitted. Provided that all 10 certification requirements are fulfilled and that the copy of the audit report and any supplementing product documents have been submitted by December 31, the renewed certificates will be issued by January 31.
Renewed certificates will be updated with commercial product names and alternative drop on provided that:
- The application form for requesting commercial names is submitted by December 31.
- The application of use of alternative drop-on materials is approved by December 31.
Renewed certificates, including updates with commercial names and alternative drop-on materials, are issued only once a year (in January). Information on approved commercial names and alternative drop-on materials are published continuously on the NordicCert website.
Renewed certificates are valid for 2 years.
A fee of SEK 4 000 will be charged for certificate renewal (per certificate and renewal).

Applications after deadline: Applications for certificate renewal submitted between January 1 and September 30 will be accepted and processed when time permits. Please note that the processing time can be up to six weeks (or more during holidays).
For applications submitted after deadline, the same rules apply as if the application had been submitted before deadline. Thus, for applications submitted between January 1 and September 30 in 2025, the FPC audit must have been carried out in 2024 (or in 2025) and the issued certificate will be valid for 2025-2026.
The fee for applications submitted after deadline is SEK 8 000 per certificate.
Applications submitted between October 1 and December 31 will be processed in January, according to the ordinary renewal process described above.
